The Philippines ranked fifth among 25 major outsourcing destinations in artificial intelligence readiness, according to the 2026 Global Outsourcing AI Readiness Index released by management consulting firm Ataraxis, but a wide gap in the country’s AI education pipeline is raising questions about whether its talent supply can keep pace with rising enterprise demand.
Strong on talent, behind on training
The index gave the Philippines a composite score of 69.05 out of 100, placing it behind only India, which scored 84.55; Brazil, 76.1; Malaysia, 75.65; and Hungary, 69.1, which edged out the Philippines by just 0.05 points.
The index scores outsourcing destinations across four dimensions—population AI adoption, workforce AI literacy, enterprise AI adoption and the AI education pipeline—which Ataraxis says are then “averaged” into each country’s composite score.
Workforce AI literacy is the Philippines’ strongest category. The country scored 76 and tied Brazil for second place, behind only India. The Philippines and Brazil were the only countries outside India to score above 70 in this category.
The country also outperformed Hungary in workforce AI literacy (76 vs. 54) and enterprise AI adoption (71 vs. 67). Hungary’s narrow overall lead was driven mainly by a higher population AI adoption score of 86, compared with the Philippines’ 69.
The weak spot is training capacity. The Philippines scored only 52 in the AI education pipeline, placing 15th among the 25 outsourcing destinations and last among the five highest-ranked countries. Malaysia scored 84 in the category, followed by India at 83, while Brazil and Hungary both received 69. That leaves the Philippines at least 17 points behind every other country in the top five.
A warning built into a strong showing
Ataraxis CEO George Atuahene framed the gap directly. “The Philippines has already proven it can staff the AI era—its workforce AI literacy rivals countries with far larger tech sectors. The open question is whether the education pipeline catches up quickly enough to keep that talent pool growing at the pace enterprise demand will require,” he said.
Regionally, the Philippines ranked second, 6.6 points behind Malaysia and 8 points ahead of Indonesia, which scored 61.05, according to Newsbytes.PH.
For BPO leadership, this is a two-sided result worth using carefully. The fifth-place global ranking and top-tier workforce literacy score are genuinely useful proof points for client-facing conversations about AI-augmented service delivery. But the education pipeline gap is a forward-looking risk. The index itself notes that this sub-index is designed to predict competitiveness five to 10 years out.
Providers that invest now in AI upskilling, university partnerships, and structured training pathways will be better positioned to keep their talent advantage. Otherwise, the gap identified here could become a real capacity constraint later.
