Prime Minister Dr. Andrew Holness has called for a bold transformation of Jamaica’s business process outsourcing (BPO) and global services sectors, declaring, “Jamaica is not just preparing for the future. We are delivering it right now.”
Speaking at the 2025 Outsource2Jamaica Conference in Montego Bay, Holness outlined ambitious strategies to secure Jamaica’s place as a global leader in outsourcing.
Jamaica sets sights on global outsourcing leadership
With over 52,000 Jamaicans currently employed in the BPO sector, Jamaica has emerged as one of the Caribbean’s premier outsourcing hubs. The prime minister emphasized that the industry is strategically evolving rather than being disrupted by emerging technologies such as artificial intelligence (AI).
Expansions into knowledge process outsourcing (KPO), IT-enabled services, and specialized support for fintech, healthcare, and logistics demonstrate Jamaica’s determination to diversify and add value.
“The question we must ask is not whether Jamaica can compete, but how Jamaica can lead,” Holness said, highlighting the resilience shown by the sector during the COVID-19 pandemic and the opportunities ahead.
Driving growth through talent, technology, and infrastructure
Holness outlined a multipronged growth strategy centered on workforce development, digital innovation, and infrastructure expansion.
The government has eliminated tuition and administrative fees for tech-focused programs under the HEART/NSTA Trust, while offering stipends with built-in savings components to encourage more young Jamaicans into tech careers.
Further strengthening Jamaica’s digital backbone, Holness announced a new Information and Communications Technology (ICT) Authority to modernize public sector operations next fiscal year. This move supports proposals from the National AI Task Force to harness the technology responsibly and effectively.
Logistics also remains a key pillar of Jamaica’s global services strategy. Holness highlighted significant ongoing investments at the Port of Kingston and confirmed that the Caymanas Special Economic Zone will break ground in the upcoming fiscal quarter. The new zone aims to transform the island nation into a logistics powerhouse serving the Americas and beyond.
With strategic investments in education, digital infrastructure, and logistics, Jamaica is boldly positioning itself at the forefront of the global services industry.
