The Board of Investments has identified six locations for the Philippine Technology Corridor, according to a Malacañang statement reported Oct. 26. The plan aims to boost investor confidence and move the electronics and semiconductor industry beyond assembly.

The six hubs

Executive Secretary Ralph Recto, who chairs the Semiconductor and Electronics Industry Advisory Council, said investors now see the Philippines as an option for “chip design, engineering, research, and innovation,” as well as manufacturing and assembly.

Each hub is assigned a specific role in the value chain:

  • New Clark City is the advanced manufacturing hub.
  • The National Capital Region covers integrated circuit design.
  • Mindanao is the critical minerals hub, focused on mining and mineral processing.
  • Batangas is an AI and digital infrastructure hub.
  • Aurora is a Pacific-facing digital connectivity gateway.
  • Bulacan is proposed as a future wafer fabrication hub.

The Clark site is the only node under the US-led Pax Silica initiative, according to BOI Managing Head Ceferino Rodolfo. It includes a 1,600-hectare technology and advanced manufacturing hub in New Clark City in Tarlac. Aurora’s connectivity role would be supported by submarine cable infrastructure in Baler and potential data infrastructure investments.

According to BusinessMirror, New Clark City, Metro Manila, Bulacan, and Batangas form the Luzon Economic Corridor, which is set to become a hub for investment in transport, logistics, energy, digital infrastructure, and advanced manufacturing.

Much of the corridor builds on work already in motion. Rodolfo said most components are already covered by existing government and industry programs. “The projects already exist. But the program corridor, that’s new.”

A larger AI infrastructure push

The corridor sits alongside a broader national AI buildout. A $34.4 billion masterplan launched in September targets a 30-fold expansion in AI data center capacity, from 50 megawatts to 1.5 gigawatts by 2033, with roughly 400 MW in the first phase through 2030. That plan includes AI workforce development as one of six supporting pillars.

Not every piece is close to completion. The proposed Bulacan wafer fabrication node is the corridor’s most ambitious piece, Context.ph reported, and Rodolfo called it “the longest dream.”

What it means for the Philippine BPO floor

For BPO and EOR operators, the corridor is a mixed but mostly positive signal. More submarine cable capacity, AI compute in Batangas, and stronger digital infrastructure across Luzon should improve connectivity, redundancy, and the case for running AI-enabled services from the Philippines.

The trade-off is talent. Chip design in Metro Manila and AI compute in Batangas will compete for engineers and IT graduates. BPO companies hire from the same pool for technical support and AI operations roles. That is likely to push up wages and attrition in those seats.

Clients should expect pricing for technical accounts to reflect that pressure, and providers should invest early in upskilling and retention programs to retain the talent they already have.
